On the 21 February 2006 the Council resolved to adopt the Affordable Housing Supplementary Planning Document (SPD).
The intention is that this SPD will help all parties involved (the Council, developers, landowners and Registered Social Landlords) deliver affordable housing through new development. The SPD seeks to provide greater clarity and certainty, particularly in terms of:
- the planning process leading to submission of a planning application;
- when the affordable housing policy applies;
- the proportion of affordable housing sought in private schemes; and
- the expected affordable housing dwelling mix (size, type and tenure) and design considerations on a development site.
The SPD was updated in December 2007 to include the following changes:
- Paragraph 6.4, 8.1(vii) and the glossary now refer to the Housing Corporation’s Design and Quality Standards which came into effect in April 07.
- Paragraph 5.8 has been updated in respect of changes to the policy framework regarding wheelchair accessible housing.
- Annex 3 has been corrected to summarise affordable housing requirements on the basis of a 70%:30% split between social rented and intermediate housing.
- Annex 4 has been revised to improve the guidance on development appraisals, clarifying what it is that the applicant needs to demonstrate, and the methodology to be used.
- Annex 5 (the model section 106 planning obligation) has been updated so that it refers to the new Housing Corporation Design and Quality Standard. It has also been revised to include clauses on the marketing of wheelchair housing and Blue Badge parking spaces for people with disabilities (clauses that the Council already uses).
