SA is mandatory under Section 39(2) of the Planning and Compulsory Purchase Act 2004. It establishes the framework by which the likely effects of the policies and proposals of Local Development Documents requiring sustainability appraisal will be assessed. The purpose of the report is to ensure that the sustainability framework is robust enough to support the later stages of full public consultation and examination.
Local Authorities are also required to conduct an environmental assessment in accordance with the requirements of European Directive 2001/42/EC (the Strategic Environmental Assessment Directive). Although the requirements for carrying out SA and Strategic Environmental Assessment (SEA) differ, both are satisfied through the SA process.
The first stage of SA involves producing a Scoping Report. The Scoping Report sets out the context and objectives for the SA, establishes the baseline and decides on the scope of the ongoing process.
Consultation on the draft Scoping Report closed on the 20 June.
