The Development Control document will contain a series of detailed planning policies which deliver the vision of the Core Strategy. Planning applications will be assessed against these policies. The Development Control document policies will replace the majority of planning polices currently found in the Unitary Development Plan (UDP).
There are several stages to preparing the Development Control document. The following table summarises the process for preparing the Development Control document.

| 3. Options consultation (Regulation 25) | Engage the community to discuss a range of planning policy options. |
| 4. Preferred options consultation (Regulation 26) | Consultation on a series of preferred policy options, as identified through public consultation in Stage 3, informed by evidence and sustainability appraisal. |
| 5. Submission to Inspector | Submission of the final Development Control document to the Secretary of State for examination into soundness by an independent planning Inspector. |
| 6. Pre-examination meeting | Meetings conducted by the Inspector with those who made a representation to the submitted Development Control document. |
| 7. Examination Hearing | Examination of the submitted Development Control document by the Inspector against a series of 'tests' called the 'tests of soundness'. The inspector will decide on the procedures for the hearing, e.g. round table discussions or informal hearings. |
| 8. Adoption | On receipt of a positive report from the Inspector the Development Control document will be approved by Council for adoption. |
