Local Development Framework

What is the Local Development Framework?

The Government has introduced a new planning system, which requires the Council to prepare a series of planning policy documents. These new planning policy documents will collectively be known as the Local Development Framework (LDF) and will manage growth and development in the Borough. The Local Development Framework will replace Kingston's Unitary Development Plan (2005) and supporting Supplementary Planning Guidance documents.

How can you get involved?

The LDF has a strong emphasis on engaging the community throughout the whole planning policy development process, not just when draft policies have been developed. The Statement of Community Involvement sets out how and when the local community and key stakeholders will be involved in the preparation of the LDF documents.

How can you be kept informed?

Our planning policy web pages will be kept up-to-date with progress on the development of all the Local Development Framework documents and will contain information about what documents are available for community involvement, and how you can get involved.

What documents will make up Kingston's Local Development Framework?

The table below lists all documents that will make up Kingston's LDF. The programme for the production of these various LDF documents is set out in the Local Development Scheme (LDS).

Superseded Local Development Scheme -  identifies which Local Development Framework Documents will be produced and when.   Adopted April 2007  
Statement of Community Involvement - identifies how and when the local community and stakeholders will be involved in the preparation of the Local Development Framework documents.   Adopted 9 January 2007  
Annual Monitoring Report - sets out the progress against the timetables in the Local Development Scheme and proposed changes to the Scheme.   Submitted to the Secretary of State December 2009.  

Development Plan Documents

Development Plan Documents (DPDs) are planning policy documents that together with the London Plan will form the development plan for the local authority area.

Core Strategy - This sets out the vision, objectives and strategic policies for managing future growth, change and development within the borough.   Preferred Strategy consultation carried out November 2009 - January 2010  
Waste - to define planning policies and site allocations for waste processing and management.   Consultation on additional sites carried out February - March 2010.  
Proposals Map - This illustrates on a map all the policies in the above Development Plan Documents   Will be updated as DPDs are adopted.  

Area Action Plans

Area Action Plans (AAP's) will set out the vision, objectives and planning policies for specific areas of change or areas of conservation within the borough.  The Area Action Plans will have the same status as the Development Plan Documents.

Supplementary Planning Documents (SPDs) - These provide further detail and information to support the policies found in the above DPDs.   n/a  
Sustainability Appraisals - A Sustainability Appraisal (SA) is required to be produced for each of the DPDs and SPDs and is a tool for ensuring that policies in these documents reflect sustainable development objectives.   Prepared as DPD's and SPD's are developed.  

The Unitary Development Plan (UDP) is the current document which manages development and change within the borough. All planning applications will be assessed against policies in the UDP until such time as the Core Strategy document is adopted.
