Summary of Character

Surbiton Town Centre Conservation Area was designated in June 1991 and extended in April 2008.The area consists of 311 properties in an area of 5.2 hectares. The special character of this area is summarised as:

“Surbiton Town Centre Conservation Area forms a substantial part of the District shopping centre, having originally been developed by Thomas Pooley as part of a “New Town” established following the relocation of the station in 1838, rebuilt again in 1937. Early Victorian houses in Victoria Road and Brighton Road were converted to commercial use from 1870 onwards, and at the turn of the century purpose built shopping parades in the Flemish style were constructed in Brighton Road and Claremont Road and survive as a disparate but harmonious group within a unified commercial townscape.”

A leaflet has been published for the Surbiton Town Centre Conservation Area as part of the completed Character Appraisal and Management Strategy Programme (see below) and will be distibuted to all properties in the area and be available on the web shortly. This leaflet replaces the old Surbiton Town Centre Conservation Area Leaflet that was published and distributed in 2002. The old leaflet can be accessed via the link at the bottom of this page, or a copy collected from the Second Floor Environmental Services Reception of Guildhall 2, or a local library. Conservation Area Character Appraisal and Management Strategy

The Surbiton Town Centre Conservation Area Character Appraisal and Management Strategy Programme was adopted by the Executive of the Council on the 8th April 2008. The preparation of the Character Appraisal and Management Strategy Programme included consultation with key stakeholders, including Ward councillors, local amenity groups and English Heritage as well as full public consultation.

The Character Appraisal and Management Strategy Programme covers the whole of the conservation area and provides an analysis of the area’s history and development, its architectural and townscape significance, whilst identifying issues affecting the area. The Appraisal includes the character and appearance of both the buildings and the public realm (the spaces between buildings, i.e. streets, roads etc.) The Management Strategy Programme summarises the positive and negative features in the area and the problems and pressures for change. It identifies opportunities for enhancement and finally considers small scale boundary changes. It will be followed by a set of management proposals at a future date (stage 2).
