From April 2008, the Childcare Act 2006 places a duty on English local authorities to improve outcomes for children and young people, to secure sufficient childcare so that parents and carers can work, and to provide information about the various forms of childcare available to them.
The purpose of the CSA is to identify gaps in the childcare market so that we can plan how to support the market to ensure sufficient childcare provision. The CSA focuses on formal registered childcare provision and wherever possible the unregistered childcare provision. Our provision for childcare covers 0 to 14 year olds, extended to 18 years of age for children with a disability and/or learning difficulties. An assessment of the supply and demand of childcare in the Royal Borough of Kingston was carried out between May and December 2007 by online and postal questionnaires.
During January to March 2008, we consulted with parents and carers, children and young people, all private, voluntary and independent childcare providers, Kingston Council’s partner organisations, local employers, and the voluntary and community sector with our findings.
