Kingston Borough Council’s Emergency Planner’s primary responsibility is to ensure that the Royal Borough of Kingston has a robust and resilient Major Emergency Plan. This is to ensure that the Council can respond promptly and appropriately to any major incident which occurs within or impacts on the Borough.
To facilitate an effective response to an emergency situation we train and exercise staff and volunteers in their roles in responding to a major emergency. We are also developing a close liaison with neighbouring Boroughs, the Emergency Services (Fire, Police & Ambulance), the military, utility companies and voluntary organisations.
The Kingston Emergency Plan, is written on the basis of 'an all-hazards' approach to enable the Plan to be adaptable. It should meet the needs of any major emergency such as major transport accidents, flu pandemic, major fire, flooding, terrorist activities, gas explosions and severe weather. The Plan mobilises the Council to provide support and assistance to the Emergency Services and to restore the community to normality as soon as possible after an emergency. Any or all of the Council's services may be called upon by the Emergency Services to assist in mitigating the effects of an emergency.
Emergency planning involves a number of activities, the first of which aims to identify the risks within the Borough. This risk assessment phase is necessary in order to prioritise threats for the later planning stage. Risk assessment data is used to create a risk profile for the area presented in the form of a Community Risk Register (CRR). Kingston is part of the South West London local resilience forum.
