Freedom Passes

About Freedom Passes

Freedom Passes can be used to travel free on Transport for London buses, the tube, trams,  Docklands Light Railway, at any time and national rail within Greater London after 9.30am.  More information is given with the Pass. Freedom Passes are funded  by the Royal Borough of Kingston and HM Government.  There are three types of Pass:

  • Disabled Persons Pass (national scheme)
  • Discretionary Pass (London-only)
  • Older Persons Pass (national scheme)

Who can get a Freedom Pass?

Disabled Person's Freedom Pass

To qualify for a Freedom Pass as a disabled person you must be aged over 2 years , live in the Royal Borough of Kingston upon Thames and be registered (or registerable) as permanently and substantially disabled with the Royal Borough of Kingston upon Thames. This includes:

  • people who are blind or partially sighted
  • people who are profoundly or severely deaf
  • people without speech
  • people who have a permanent and substantial physical disability or injury affecting their ability to walk
  • People who do not have arms or have a long-term loss of the use of both arms
  • People who have a learning disability
  • people who have, or would be, barred from holding a driving licence because of their medical fitness other  than on the grounds of their misuse of drugs or alcohol.

Discretionary Freedom Pass

We may issue Freedom Passes to people with substantial and long lasting mental health needs or others who do not meet one of the statutory categories of eligibility set out above, at our discretion.

Older Person's Freedom Pass

To qualify for a Freedom Pass as an older person you need to be aged over 60 years. Follow the link to calculate your eligible age.

Is there a charge for the Pass?

There is no charge for the Pass.  Concessionary travel  is funded by the Royal Borough of Kingston upon Thames and HM Government .

Older Person's Freedom Pass

To apply for an Older Persons Freedom Pass you will need to get an application form from your local Post Office, or complete the form on line at the Freedom Pass website (see below). Once you have filled in the application form you will need to take it to your local Post Office together with proof of your name, age and address.

What to do if your Freedom Pass has been lost, stolen or damaged

If you have lost your Freedom Pass or it is faulty or has been stolen, you should  contact the Freedom Pass customer helpline on 0845 275 7054 or  020 7934 9633 and ask for a replacement Pass.
