Child Employment

The main responsibilities of the Education Welfare Service are:

  • Child employment permits
  • Child performance licences
  • Matron/Chaperone licences
  • Supporting and enforcing regular school attendance
  • Advertising schools and other relevant parties on improving children's access to education
  • Being schools safeguarding children lead

Child Employment Permits

Children aged 13 – 16 who are of statutory school age are not allowed to work unless they have a child employment permit, and it is illegal for businesses to employ children without one.

Applications for permits are made by the employer to the local authority of the borough where the child will be working. Kingston Education Welfare Service is responsible for issuing employment permits for children working within the Kingston borough.

Child Performance Licences

All children who are still of statutory school age and want to participate in activities such as shows, modelling and sports are likely to need a licence. An application for child performance must be made by a production company or child artists’ agent, although a parent needs to sign the application form. The downloadable leaflets and application form below provide further information on child performance.

Matron/Chaperone Applications

A matron or chaperone is someone who is licensed by the local authority to take care of children in performances which fall under the category of ‘children in entertainment’.

This is a specific legal requirement that is separate from the safeguarding policies maintained by organisations such as dance schools and drama clubs, which often require adult helpers to obtain CRB checks.

Applying for a CRB is part of the process for becoming a licensed chaperone – however, the CRB by itself does not constitute a chaperone licence and would not allow an adult to take charge of other people’s children in the context of licensed performances.
