Personal Licence Application
In order to apply for a Personal Licence the applicant must fulfil the following criteria:
- be 18 years or over
- hold a recognisable qualification accredited by the Secretary of State or are a person of a description prescribed by the Secretary of State.
- not have forfeited their licence within five years before applying due to a relevant offence:
- a relevant offence·includes offences of unlawful possesion of firearms:·trade descriptions:·theft & violence:;·drugs;·excise & duty: ·forgery & copyright:·drink driving:·food safety:·sexual offences
- have not been convicted of any foreign offence: any offence committed outside England & Wales
- provide a criminal conviction certificate from the Criminal Records Bureau
or the results of subject Access search under the Data Protection Act.
Police have 14 days in which to make a representation. Should this be the case then a hearing will commence for the Licensing Authority to consider. The Licensing Authority will then either grant the application, or refuse it, whereby the applicant will be advised of the reasons why. It is to be noted however, that the Secretary of State recommends that where the police have made a representation, refusal of the application will be the normal course of action unless there are exceptional circumstances.
The application form should be accompanied by:
- ·two photographs, one of which is to be endorsed as a true likeness by a person of specified description:
- The declaration ‘This is a true likeness of ………..’ and then signed by the person of a specified description.
- A specified person·could be a Solicitor,·Notary,·Teacher,·Lecturer,·other Professional Person.
- Disclosure of Criminal Convictions Certificate from Criminal Record Bureau.
- A relevant offence·could be the; unlawful possesion of firearms,·trade descriptions,·theft & violence,·drugs,·excise & duty, forgery & copyright, drink driving,·food, safety,·sexual offences.
- Foreign Offence is any offence committed outside England & Wales.
- Declaration ‘This is a true likeness of ………..’ and then signed by the person of a specified description.
- Specified Person·Solicitor·Notary·Teacher·Lecturer·Other Professional Person.
- Fee of £37:00

It is worthwhile noting that applications for Personal Licences will only be considered if the applicant is normally resident in the area of the Licensing Authority. Renewals must be made to the original Licensing Authority.
