There are many types of lotteries or raffles. Many charitable organisations run a raffle at an event and generally in these circumstances where tickets are sold during the event, and the result made known at the same event, this type of raffle / lottery is exempted from requiring a permision.
Many schools and other non commercial organisations would like the oportunity to sell tickets before an event, or just to sell raffle tickets to raise funds, in these circumstances the lottery, or raffle, will require to be either licensed by the Gambling Commission, or a permit from the local Licensing Authority obtained. There are two types of licenses, which one you require is dependant upon the amount of money it is anticipated will be made from the proceeds of the raffle.
If the total amount of money you wish to raise is below £250,000 per year, and an individual prize is no greater than £20,000, and you are a non commercial organisation, then a permit from the Local Licensing Authority will be required.
If the lottery, or raffle, falls outside the general description given above, or it is promoted as a commercial venture then a Licence issued by the Gambling Commission will almost certainly be required.
